8- The bidders who will submit a bid to the tender must purchase the tender     documents.

      9- The local bidders, foreign bidders and agencies of foreign bidders can take the “Technical Specifications” and “Administrative Specifications” from the places mentioned in item 7.a on condition that they deposit or transfer the tender document price to one of the bank account no. in item 7.c. on behalf of Eti Maden İşletmeleri Genel Müdürlüğü against submitting or sending a receipt together with their request.

10- Offers will be submitted latest 06.11.2025; at 11:00 a.m. (Turkish local time) to Eti Maden İşletmeleri Genel Müdürlüğü, “Gelen Evrak” department in closed envelopes. If the closed and sealed offer envelope is presented in a courier company package or different package, the phrase “TEKLİFTİR” shall be written in Turkish on the outermost packaging. The offers will be opened by related commissions on deadline date at 11:00 a.m. at Eti Maden İşletmeleri Genel Müdürlüğü. Bidders or their authorized representatives in Turkey may present during opening of the offers. (Check our Administrative Specifications for details) 

11- BIDDERS shall have the chemical analysis of the proposed product performed and submit the analysis certificate with their offers. Of each 2.000-gram sample submitted, 750 grams shall be retained at our General Directorate as a witness (reference) sample.  They shall submit net 2.000-gram samples (± 10% tolerence is acceptable; where the submitted amount is below this tolerence, whether to take the sample into evaluation shall be at the Entity’s discretion) in protected and suitable containers. Samples may be delivered by hand to the Tender Commission at the tender hour, or sent together with the bids by post/courier, or delivered to the Incoming Documents Service (Gelen Evrak Servisi). At the tender hour, the Tender Commission shall weigh the samples and issue a sample report indicating the number of samples and their weights; the samples previously sent by post/courier or delivered to the Incoming Documents Service shall likewise be weighed by Tender Commission ex officio at the tender hour and a sample report shall be issued; the bidders shall have no right to object to this report.

Bidders shall have the chemical analysis of the proposed product and submit the analysis certificate with their sample/samples. Of each 2.000-gram sample submitted, 750 grams shall be retained at our General Directorate as a witness (reference) sample. If the bidders have more than one product that meets the specifications, they may submit one sample for each of up to three (3) products. Bids of companies that do not submit samples will not be taken into consideration.

12- Entity is subjected to provisions of 3/g article, excluding prohibition from tenders and punishment provisions of 4734 numbered Turkish Public Tender Law, and free to perform the tender, and award the contract partially or fully to the desired person.
