8- The bidders who will submit a bid to the tender must purchase the tender     documents.

      9- The local bidders, foreign bidders and agencies of foreign bidders can take the “Technical Specifications” and “Administrative Specifications” from the places mentioned in item 7.a on condition that they deposit or transfer the tender document price to one of the bank account no. in item 7.c. on behalf of Eti Maden İşletmeleri Genel Müdürlüğü against submitting or sending a receipt together with their request.

10- Offers will be submitted latest 30.09.2025; at 11:00 (Turkish local time) to Eti Maden İşletmeleri Genel Müdürlüğü, “Gelen Evrak” department in closed envelopes. If the closed and sealed offer envelope is presented in a courier company package or  different package, the phrase “TEKLİFTİR” shall be written in Turkish on the outermost packaging. The offers will be opened by related commissions on deadline date at 11:00 a.m. at Eti Maden İşletmeleri Genel Müdürlüğü. Bidders or their authorized representatives in Turkey may present during opening of the offers. (Check our Administrative Specifications for details)

11- BIDDERs will provide net 2000 gr samples (10% tolerance may apply, if the given samples are less than the specified tolerance, it is at Entity’s discretion to take such samples into consideration or not) within protected and suitable containers to the tender commission on the day and time of the tender or they can send them by mail or cargo along with their offers, or deliver them to the Incoming Document Service (Gelen Evrak Servisi). Samples will be weighed by the tender commission at the time of the tender, and a sample report will be prepared indicating the number of samples and their weight. Sample(s) submitted to the Incoming Documents Service along with the bid before the tender deadline, or sent by mail or cargo, will be weighed ex officio by the tender commission at the time of the tender, and a sample report will be prepared indicating the number of samples and their weight. Bidders will not have the right to object to this report. Companies must have chemical analysis(s) performed on the product(s) they propose and submit the analysis certificate along with the sample(s). 750 grams of each 2,000-gram sample submitted will be retained at our General Directorate as a reference sample. If bidders have more than one product that meets the specifications, they may submit one sample for a maximum of three (3) products. Bids from companies that do not submit samples will not be evaluated.

A brochure or text showing the technical specifications and application method of the flocculant shall be submitted with the offer.

12- Entity is subjected to provisions of 3/g article, excluding prohibition from tenders and punishment provisions of 4734 numbered Turkish Public Tender Law, and free to perform the tender, and award the contract partially or fully to the desired person.
